The position of

regarding the Hong-Kong wireless service.

Imperial and International Communications Limited is that

we are primarily interested in the fixed station service.

We have not, however, regarding the ship-to-shore service and the broadcasting service to enable us to deal adequately with the question. We do not wish to exclude the possibility

of taking over all three services. In order to make progress it would be desirable that a representative of the Company should get into touch with the Hong-Kong Government and

examine the whole position, and eventually, after communication

with home, the same representative could negotiate terms

with the Hong-Kong Government. Would the Colonial Office

agree to our instructing a representative accordingly, and if so would they inform the Governor of Hong-Kong that

we proposed to proceed in this way?
